Yes and no.

Obviously, the dude talks for a lot of it and covering him is a major part of the broadcast. But another huge part of the broadcast is the reaction shots of various members of congress/other politicians/Michelle Obama and her guests. 

Fun fact about the broadcast, each different station produces a different cut of it using feed from the cameras that are already in the Capitol building for C-Span or whatever. So different TV stations have totally different broadcasts, so one station could make it look like most members of Congress are totally skeptical and other could make it look like Congress is totally pumped. It’s very interesting (to me).
